That is the SECN model which was developed after 2013. The database in 2009 was exclusively what was going on with the BTN. And even then majority interest did not shift to Fox until 2010. LHN and PAC 12 plans were formed in 2011 and went on air in 2012.
No one is debating whether the ACCN could or should have happened sooner. No one is debating that Raycom wasn't an optimal deal. We're debating the realistic options in 2009 (why, I'm not sure). There is nothing to suggest that the ACC in 2009 should have, could have, or would have done what the SECN did in 2013/2014. The information/experience base simply wasn't there.
By the way, had the ACC done what the Big 12 did with its Tier 3 content, the ACC would likely be equally as screwed today relative to a network.
The ACCN has been too long in coming, but the ACC should be in good shape from here on out. ACCNX goes online in August and the revenue bump begins in 2016 as well.
